  1. Interesting- what he describes is almost exactly the justification for the Millennium Challenge Account, yet he didn’t mention the MCA or MCC by name. Is that a clue? Will we see a contiunation of that approach but with a re-packaging of the institutions themselves?

  2. He almost articulated a pretty standard institutionalist approach but then lapsed into accountability and corruption issues. He at least suggested partnerships and respect which would hopefully mean that he wouldn’t threaten aid withdrawals, but instead that new programs would have useful auditing built in and gradually improving mechanism design. But it seems like for some reason he couldn’t quite say that the corruption is a problem because of the lack of capacity for governments to fully implement the rule of law.
