Interview with a child soldier turned senior rebel leader

Uganda’s government daily, the New Vision, interviews the Lord’s Resistance Army’s director of operations, who earlier this week made his escape from the infamous rebel group.

OPIYO Makasi, until a month ago director of operations of the LRA, did not look the fierce commander he was known for. Meeting him in an apartment in central Kampala on Friday night, the thin, 32-year-old man seemed nervous and scared. Dressed in a blue shirt, khaki army trousers and sports shoes, he initially avoided eye contact and released little information, until he started talking about his escape and his journey through Congo. It’s the story of an abducted child, trapped for 19 years in a war he didn‘t understand.

It seems somewhat patronizing and naive to claim that the LRA’s director of operations (a 19-year guerrilla fighter) did not understand his war. Otherwise the rest of the interview is fascinating.

Most important for the ongoing peace talks, Makasi tells us that the recent disappearance of the LRA’s second-in-command, Vincent Otti, is due to his arrest by leader Joseph Kony. Otti is the experienced military man and has been the prime mover for a negotiated solution. Kony is the spiritual leader and, while not nearly so irrational and crazed as the international press would tell it, certainly seems to be the less rational of the two. This news bodes ill for peace talks.

New Vision: Is [Kony]then not serious about the peace talks?

Makasi: (Laughs) I doubt if Kony will ever sign a peace agreement… He wants to overthrow the Government and rule Uganda. And he will not settle for less.
